At the conclusion of the investigation, a 309-page report was sent to the Grand National Assembly seeking the trial of Zafer Çağlayan, Muammer Güler and Egemen Bağış before the Supreme Council (Parliamentary Inquiry no. 681). The report records the charges against the ministers in detail through concrete documents, wiretap transcripts, bank transfers and expert analyses.
The vote in the General Assembly to send the ministers before the Supreme Council ended in their acquittal — but the vote was recorded as a political decision, not an evaluation of the concrete evidence.
