The 32-dönüm public land in Istanbul's Etiler — used for many years as a Police Academy — was first taken out of use through administrative acts in 2013 and then transferred via KİPTAŞ — without tender — to specific construction companies. Bosphorus 360 is at the center of the transfer chain.

The critical step in the process is the fabricated "risky area" report that changed the land's administrative status. The recorded chronology of the process is in the investigation file. The 2018 KİPTAŞ tender is the final link in the chain.
