Shared actors across the two files, why both were closed simultaneously, and the TIB leak that fed information to suspects.

Joint analysis

The same minister network

Both files involved the same ministers: Economy (Zafer Çağlayan), Interior (Muammer Güler), EU (Egemen Bağış), Environment and Urban Planning (Erdoğan Bayraktar). Bayraktar's role in the December 25 file is limited to the Etiler Police Academy and TÜRGEV transfers; the other three appear in both files as bribery actors.

The same businessmen

Reza Zarrab, Mustafa Latif Topbaş, Ali Ağaoğlu, the Cengiz–Kolin–Limak–Kalyon consortium; the businessmen who contributed to the Sabah-ATV pool also appear in the December 17 file in different roles.

Simultaneous closure

Non-prosecution (KYOK) orders for both files were issued in the same period — July 2014. The Dec 17 file was closed by Prosecutor Ekrem Aydiner; the Dec 25 file by İrfan Fidan, İsmail Uçar and Fuzuli Aydoğdu. The simultaneity is not coincidental.

The TIB leak

Investigation information leaked from Turkey's telecommunications authority (TIB) to the suspects. The role of Transport Minister Binali Yıldırım's adviser Ömer Sertbaş is recorded in the criminal complaints filed.

The same Financial Crimes team

Both investigations were run by the same Financial Crimes team. A significant share of the officers later prosecuted worked across both files — which is why our counter-case section does not split 17/25.
